Delhi Solar Energy Policy 2023 Highlights

The Delhi Solar Energy Policy 2023, notified in March 2024, aims to drastically expand Delhi’s solar power capacity. The objective is to achieve:

• 750 MW of rooftop solar within Delhi
• 3,750 MW of utility-scale solar

Key Features Introduced

• Hybrid RESCO Model: Developers lease rooftops and sell electricity directly to DISCOMs through PPAs. Consumers sign net-metering agreements.
• Community Solar: Consumers without rooftops can become partial owners of solar systems installed at third-party locations within the same DISCOM territory.
• Peer-to-Peer (P2P) Trading: Consumers can buy solar electricity from other prosumers using a digital P2P trading platform in real-time.
• Delhi Solar Cell: A dedicated cell under EE&REM to support and monitor policy execution.
• Apex Committee: Led by the Hon’ble Minister of Power, GNCTD, to oversee implementation progress quarterly or as needed.

Economic Incentives for Consumers

• State Capital Subsidy: ₹2,000 per kW, up to ₹10,000 per consumer (passed via electricity bill after commissioning).
• Recent Update: Delhi Govt announced an increase to ₹10,000/kW for up to 3kW systems, aligned with the PM Suryaghar Scheme.
• Generation-Based Incentive (GBI): Monthly financial incentives based on electricity generated:

Additional Benefits

• No Inspection Requirement: Solar plants up to 500 KVA are exempt from Electrical Inspector approval, as per Ministry of Power (16.05.2016).
• Government Installations: Solar systems on government buildings to be managed by IPGCL, a Delhi Government Undertaking.
